Dutch contracts without reading Dutch
Notices are matched on the work described rather than the language it is written in. A German or Belgian firm that would never run a Dutch keyword search still sees the Dutch contracts that suit it, with the reason written in the language they read.
Above and below the EU threshold
Any contract above the EU threshold has to be advertised EU wide, and that is what TED carries. Everything below it is published nationally instead. The threshold is high enough that most of the work a smaller company can staff and deliver never reaches TED at all. That is the half of the market the national portals open up, and the reason they sit on the paid plans.
